Each year the Coalition combines data and member input to identify the most pressing hazards and the gaps that the Coalition should work to close. This information becomes the Hazard Vulnerability and Gap Analysis.

The Executive Council reviews the HVA/Gap Analysis and sets priorities. These priorities drive the Coalition budget and work plan; they also lead to the creation of the workgroups.

Coalition Activities and Achievements from the Past Year
Initiative 1: Pediatric Care
Initiative 2: Mental Health
Initiative 1: Pediatric Care
Activities and achievements for 2022-2023 included:
- The Coalition funded a Pediatric Readiness Project that provided 228 pre-hospital safety transport devices for pediatric surge response in our nine-county region. These devices, including Pedi Mate, Neo Mate, and Kangoofix, to assist with the transportation of infants with their mothers.
- The TEEX Pediatric Disaster Response and Emergency Preparedness Training (MGT439) was hosted by the Coalition.
- A pre-hospital and hospital readiness survey was conducted to try to determine gaps in pediatric readiness in the region.
- A Quarterly Membership Meeting featured Dr. Phyllis Hendry, a tenured professor specializing in emergency medicine and pediatrics at the University of Florida College of Medicine, as a guest speaker. Dr. Hendry is also the TraumaOne deputy medical director of pediatric transport and care.
Initiative 2: Mental Health
Activities and achievements for 2022-2023 included:
- The Coalition offered a Mental First Aid Train the Trainer course. This training is a sustainable method to share these necessary skills throughout the region.
- The Coalition hosted 8 UCF Restores Trainings where participants learn how to recognize “stress injuries” and evaluate the mental health of their peers.
- Maggie Bradford Licensed Professional Counselor at Tania Glenn & Associates; providing compassionate, therapeutic care for those who serve our country and communities presented at a Quarterly Membership Meeting.
- Mental Health survey of services available to first responders and healthcare workers
- The Coalition was one of the sponsors of The Mental Health on the Frontlines Conference coordinated by The Healthy Lee, Healthy Minds Coalition.
Below is a selection of some of the activities conducted by the Coalition in 2022-2023 to help meet this gap:
- Conducted a comprehensive Resources and Gaps Assessment overseen by the Resources and Gaps Taskforce. The goal was to identify and share information on caches, equipment, and supplies in our 9-county region, addressing gaps for disaster preparedness.
- The Coalition purchased emergency items such as: communication systems, evacuation chairs, cots, screens, transport slings, portable air conditioning, and medical containment cubes.
- A new Coalition website was developed for improved communication during emergencies and normal times.
- An inventory of Coalition-purchased assets was completed and sharing with members will begin sometime in 2024.
Below is a selection of some of the activities conducted by the Coalition in 2022-2023 to help meet this gap:
- Sponsored 27 members to attend the Governor’s Hurricane Conference
- COOP training with software subscriptions for plan development.
- Conducted Nursing Home Incident Command System (NHICS) training in two locations to support ISC/NIMS for nursing home and long-term care members.
- Virtual training series on the state website covering various topics
- Featured speakers like Charlee Ford on Candida auris, Jayanta Gupta on climate change in Southwest Florida and others including:
- Matthew Frost
- Michael Hastings
- Phyllis L. Hendry.
Below is a selection of some of the activities conducted by the Coalition in 2022-2023 to help meet this gap:
- Held 8 virtual tabletop exercises (2 per quarter) to help meet the needs of members and of the Coalition. Some of the topics included:
- Prepare and Protect: A Workplace Violence Discussion Based Exercise
- Crafting Exercises Excellence: An Exercise Design Workshop
- Operation Evacuation: A Discussion-Based Exercise
- Supply Shortfall: A Crisis Standards of Care Discussion-Based Exercise
- Conducted a series of activities related to the mental health of responders and health care workers. See Mental Health section.
- The statewide group of Coalitions sponsored a series of virtual trainings. Selected topics included:
- Critical stress debriefing
- Medical surge management
- Hospital incident command system
- Crisis standard of care and decision making
- Healthcare facility preparedness
- Mass casualty incident responses
- Conducted a Radiation Tabletop
Below is a selection of some of the activities conducted by the Coalition in 2022-2023 to help meet this gap
To help meet this gap 2022-2023, the Coalition purchased items on behalf of member agencies including:
- Decontamination Tent
- Decontamination Tent Shower Stall Separation providing the ability of First Receiver hazmat decontamination.
- Communication devices such as Plum cases
- Devices to assist in evacuation of residents such as transport slings and evacuation slides to reduce strain on healthcare workers.
