Our Commitment to Accessibility

The Southwest Florida Healthcare Coalition (SWFL Healthcare Coalition) is committed to providing a website that is accessible to the widest possible audience, including people with disabilities. We strive to ensure that our digital content is usable by everyone, regardless of ability, technology, or circumstance.

Conformance Status

This website has been audited and remediated to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level A and Level AA. WCAG defines requirements for designers and developers to improve accessibility for people with disabilities and is the international standard adopted by the U.S. Department of Justice, the U.S. Department of Health and Human Services, and most state and federal government agencies.

Our most recent accessibility audit was completed on May 19, 2026.

Evaluation Methods

The accessibility of this website was evaluated using the following methods:

  • Automated testing with Google Lighthouse Accessibility audits (desktop and mobile)
  • Automated testing with the WAVE Web Accessibility Evaluation Tool
  • Manual keyboard-only navigation testing across all key page templates
  • Manual screen reader testing with VoiceOver and NVDA
  • Manual review of color contrast, heading structure, form labeling, and link purpose

Technologies Used

The accessibility of this website relies on the following technologies working together with the user's web browser and any assistive technology or plugins installed on the user's device:

  • HTML
  • CSS
  • JavaScript
  • WAI-ARIA (Accessible Rich Internet Applications)

PDF Documents

This website contains a number of PDF documents, including training materials, policy briefs, incident response plans, plan templates, and archived reports. Many of these documents were originally produced by external organizations and partner agencies, or were uploaded prior to the establishment of accessibility standards on this site.

Some PDF documents on this website, particularly older reports and archived materials, may not yet meet WCAG 2.1 AA accessibility standards. Known limitations of some PDFs include untagged document structure, missing alternative text on embedded images, scanned image-only content, and missing language declarations.

If you encounter a PDF document on this site that you need in an alternative accessible format — such as plain text, large print, or a tagged accessible PDF — please contact us using the information below and we will provide the content in an alternative accessible format as quickly as we are able.

All PDF links on this website have been updated to indicate file type (PDF) in the link text, and to announce that the PDF will open in a new tab, so users can make an informed decision before opening any file.

Known Limitations

Despite our best efforts to ensure accessibility of swflcoalition.org, there may be some limitations. We are actively working to address them. Known limitations include:

  • Third-party content: Some embedded content from external sources (such as social media feeds, third-party videos, or external map embeds) may not fully conform to WCAG 2.1 AA. We work with our content partners to encourage accessible practices, but cannot directly modify content hosted by other organizations.
  • Legacy PDF documents: As described in the section above, some older PDF documents may not be fully accessible. Alternative formats are available upon request.
  • User-submitted content: Content added through forms or external integrations may not always meet accessibility standards. We review user-submitted content on a regular basis.

Ongoing Improvement

Accessibility is an ongoing effort, not a one-time event. We recognize that as new content is added to this website and as web standards continue to evolve, we will need to continue auditing and improving the site over time. SWFL Healthcare Coalition is committed to:

  • Reviewing the accessibility of new content as it is added to the site
  • Conducting periodic accessibility audits to identify and address any new barriers
  • Training staff and content contributors on accessibility best practices
  • Engaging with our community to understand and respond to accessibility needs
