The Cybersecurity and Infrastructure Security Agency (CISA) presents the Emergency Services Sector Security and Resilience Awareness Webinar Series. Hosted by CISA’s Emergency Services Sector Management Team, these webinars feature presentations on key topics to help you stay informed, prepared, and ready.
This month CISA is hosting the Emergency Services Sector Security and Resilience Awareness Webinar with a special focus on proactive disaster recovery planning and preparedness. Gain insights from federal experts, learn unique perspectives, and discover strategies to enhance your community’s emergency preparedness and response.
Chris Brogger is a Program Specialist in Cybersecurity and Infrastructure Security Agency’s (CISA) Security Planning Branch where he is responsible for public facing product development and stakeholder engagement for understanding and mitigating insider threat, security and safety planning, use of fire as a weapon, and the business case for security. Mr. Brogger has over a decade of experience in the national security mission space. Prior to joining Security Planning Branch, he worked in the private sector, supporting various offices within Infrastructure Security Division, including the Office for Bombing Prevention and Infrastructure Assessments and Analysis. Most recently, Mr. Brogger worked as a Senior Consultant for CISA’s Stakeholder Engagement Division, helping connect both public and private sector stakeholder communities with CISA resources. He also serves as an officer in the US Army Reserve. He graduated from Dickinson College with a bachelor’s in international studies.
Chief Gerald Reardon serves as SAFECOM Chair and represents the City of Cambridge Fire Department as an At-Large Member on SAFECOM. He retired from the City of Cambridge Fire Department as Fire Chief in 2017. He now works as a Senior Advisor of Public Safety for the City of Cambridge Fire Department. Chief Reardon has many public safety affiliations, such as the Fire Chief’s Association of Massachusetts, the International Association of Fire Chiefs (IAFC), the Association of Public Safety Communications Officials, and more. In addition to SAFECOM Chair, he is also Chair of the Project 25 Compliance Assessment Program Task Force and represents SAFECOM on the FirstNet Public Safety Advisory Committee (PSAC).
Mr. Brad Stoddard, Michigan SWIC, has been with the State of Michigan for over 22 years with various leadership roles within the Michigan State Police and the Office of Michigan’s Public Safety Communications System. He has a background in engineering, crisis management, law enforcement, emergency management, and emergency medical services. Mr. Stoddard was an instrumental leader in the pre-development of the foundations for the nationwide public safety broadband network. He is also Chair of the NCSWIC Governance Committee.
Colleen Wright is the Priority Services Outreach and Acquisitions Specialist for the Cybersecurity and Infrastructure Security Agency (CISA). Her mission is to ensure Priority Services are available to all who could face challenging communications congestion in the course of their National Security/Emergency Preparedness role. She is a retired Army communicator, with over 27 years’ experience in tactical, strategic, and commercial communications. In her final military role, she provided coordination support to DHS and the National Cybersecurity and Communications Integration Center (NCCIC) with the telecommunications and information technology industries to restore, repair, protect and sustain those capabilities in times of major disasters or events. She also previously worked as an Emergency Communications Coordinator and a contractor for CISA, championing the Priority Telecommunications Services in ten states in the West and Northwest. She lives in the beautiful Pacific Northwest with her husband.
Charlotte Whitacre has been with the First Responder Network (FirstNet) Authority for over 10 years. She serves as the Director of Government Engagement at FirstNet Authority, leading engagements and overseeing relationships with other federal entities related to the FirstNet program. Ms. Whitacre came to FirstNet after 10 years at the US Department of Justice as a telecommunications manager, and she has over 24 years of combined federal government experience. Further, Ms. Whitacre’s communications experience began with the U.S. Army Signal Corps, where she specialized in Satellite Operations / Engineering, working primarily NATO and United Nations missions. Ms. Whitacre attended West Virginia University and studied abroad in France to complement her Public Relations and French majors.
Chief Meteorologist Sunny Wescott specializes in extreme weather events impacting emergency response, supply chain, and critical infrastructure. During her time in the US Air Force as a Lead Meteorologist, Ms. Wescott trained on continental and oceanic weather as the Top Forecaster for her support region and is considered a subject matter expert for multiple climatological events such as drought, subsidence, wildfires, tropical cyclones, and winter storms. Ms. Wescott also graduated top of her class for her degrees in Homeland Security Management, Public Safety Administration, and Atmospheric Sciences. Ms. Wescott focuses on operational forecasting by providing focused impact reports for regions, sites, security, and key interdependencies such as energy and telecommunications before, during, and after disasters.
Rasheed Plummer, the Senior Outreach Coordinator for the Prince George’s County Office of Homeland Security/Office of Emergency Management, has over 20 years of experience in Emergency Management. He began his career with the American Red Cross, providing financial assistance to survivors of the 9/11 attacks and responding to various disasters including Single-Family and Multi-Family Fires, Hurricanes, and Microbursts. He later joined the Prince George’s County Department of Social Services as the Emergency Operations Coordinator, Community Liaison, Risk Manager, and Facilities Manage, where he trained staff and updated COOP (Continuity of Operations) plans. During the Covid-19 pandemic, Rasheed helped establish testing and vaccination sites. Now, as the Sr. Community Outreach Coordinator at Prince George’s County OHS/OEM, he provides Emergency Preparedness Presentations, Trainings, Exercises, and leads the Community Emergency Response Team, promoting Personal Preparedness throughout the county
